CARB Pulls Plug on E-Bike Incentive Program
The California Air Resources Board (CARB) has officially and quietly terminated the state’s e-bike incentive program, rolling the remaining $17m of the original $30m budget into the “Clean Cars 4 All” initiative. The program was plagued by years of delays and setbacks, with the first vouchers not distributed until late 2024 following a chaotic launch that included a website crash. Subsequent attempts saw a complete failure in April 2025, and despite a smoother final round in May, an estimated 90% of eligible applicants were turned away due to the severely limited supply.
Pensacola Ends Veo Scooter Program

The City of Pensacola ended its Veo electric scooter program in Downtown Pensacola on October 31. Users were asked to park scooters properly before the shutdown, after which Veo collected all vehicles. Pensacola remains open to exploring new multimodal transport options in the future.
